Lol, I kept thinking about this too! I think he (Hiro, the nasty and psychotic childhood friend) shaved his head, both in repentance and as a way to redirect the curse to him. Remember when he needed hair to make a curse? So my hypothesis is that ALL his hair was used to direct the MASS of unluckiness come his way. BUT that's just a guess.

If you also consider season 4 ending 2, there's a picture of baby Hawks learning how to use his feathers which is in the same panel as the todoroki fam so couldn't that mean Endeavor was his teacher or something? Cuz there's a pretty bulky man behind baby Hawks directing him where to aim the feathers which could be Endeavor. And Dabi/Touya could've befriended Hawks during that time.
