The floating Shin is a hallucination from the truth serum magical drug he took when he was tortured. So it’s been showing up in times of anxiety for Shin and whispering many of Shins anxious worries- trauma and anxiety with magical touches are a dangerous thing. Hence why Wolfgang went to meet the leader in the desert to find a way to heal Shin further.

Correct me if im wrong but, if my memory serves me right, it was when he had gotten kidnapped and brought to the Haiyan Mansion(?) like somewhere in Haiyan and the two people that were to be kept watch over Shin wanted to get more information about His Majesty, so they forced Shin to drink the truth serum in order to squeeze information out of him.
