Thoughts on the coins as a nod to Theo? Are they enough to compensate?
Nothing can compensate a life that's lost but the responsible ones are already gone. I guess he is conflicted because he has no beef with the ones who are in power right now but he also cannot let go of the tragedy that happened in that country. I think he just wanted some recognition. He wanted the current king to not just wash his hands off all the wrong things that happened in the country because he was not the cause of it but to acknowledge the tragedies and at least try to mourn the innocent lives that were lost. That is why it was easy for him to let it go after that coin.
I think Shin knows that nothing can compensate for a lost life. Instead, what he's trying to do is memorialize and validate the sorrow that the king went through with his loss.
It's not going to bring back the lost life and cool coins do not mean that everything's going to be rainbows and unicorns after, but it still feels nice to have your pain and suffering acknowledged.
Plus, it's an excellent showing of empathy from a newly appointed king, even if they weren't the ones who caused it. :)

the anime doesn't follow the chapters in order. it skips chapters, and goes back to them, it's best to read from the beginning.
