The way I see it, I think the story's going back and forth from the past to present. In the past, Adam was Michael's guide and they were probably in a situationship. In present time, Adam is no longer a soldier or a guide, and Michael is put in the water tank because of the dispute about whether to keep espers and integrate them into society, or dispose them since people fear them going berserk. Adam is retelling the events of how he and Michael met in the recording and maybe he had some other plans and reasons to do with the recording.
