Both Yeoreum and Noeul have understandable perspectives here.

Yeoreum is going through the process of realizing his own feelings for someone who he has spent 17 years with in close proximity, making and obscuring his true affection under the guise of closeness and friendship.

He is unraveling a very complicated set of feelings for the person probably closest and dearest to him while also fearing that he is at the cusp of losing him forever, both as a potential partner and friend, in some ways dur to his own actions.

Noeul also has been asshole-ish with how he has gone about this with giving him little grace for the whole situation in a slightly self-centered manner.

HOWEVER,

People are being delusional in pretending like there isn't sound justification for Noeul to feel strung along . I fear people have just forgotten the earlier chapters.

The callous (and dumb) nature of maintaining a deeply intimate friendship without space with someone who just confessed their love to you is dubious in itself, but then proceeding to have sex with them and toy around even further while disrupting their personal dating life is far more problematic.

Noeul absolutely has agency and responsibility for all this mess too, and Yeoreum certainly deserves his own time and space to reach the conclusions he had to make about himself and his relationship with Noeul, but he doesn't ALSO get to string Noeul along with whispy promises after SEVENTEEN YEARS of known feelings and ALSO demand that Noeul not feel burnt by this situation.
