no, she's referring to a previous chapter in which he protect children with sorcerer powers. he's the same person with the bunny mask with all the children in animal masks. he was just trying to prevent those other children at the banquet from dying along side the other old dude in robes, as he has done for the other children in animal masks. Within this kingdom magic and sorcery is looked down upon which is why he must hide the children and also keep his own abilities secret, so no he wasn't the one controlling the children just trying to save them.
