It was not shown in the manhwa, but in the novel Jinwoo already possesses some of the real powers of a sovereign, one of which is the power to create portals. It's just that he don't use it just because shadow exchange is more convenient to use because it is stealthy, quick and according to him in the novel, shadow exchange lets him scan a certain vicinity he could see point to point. When he gets the full power of his sovereign, he can track any shadow location of anyone even without his shadow soldier.
