No definitely not lol. They are just daughter and father. Claude loved her mother Diana always. And Athy will be someone else. Maybe because of many classic ones you just mistake child-father relationship to romantic one

he is just treating her like any other father would, especially when his spouse/mother/lover who gave birth to her is deceased
AKA: equating certain traits that she caries to the once her mother did,relating to parts of himself that she sees in her, praising her when she does a good job, Helping her when she needs it. etc. etc.
its just how a father should normally treat there daughter, except Claude has a lot of unresolved with grief surrounding athy's mother and keeps seeing parts of her showing up in athy. Because she is a living memento of her life and then eventual death.
