Considering that Falco hasn't stated that he's in love with Shou, I'd say no, he's not. He loves Shou as a family member right now (not a parent/child family, but just family in general). And hopefully it will stay that way at least until she is an adult.
Whereas Shou is already an adult mentally and emotionally, but made the point of saying someday she'll make him fall for her. So, she is probably smart enough not to start that until after she's an adult.
