It's not banned it's just that some WiFi providers in ph have blocked the access to mangago. I heard some other countries had a problem too. Mine didnt work too but it only lasted a few hours and went back to normal. Idk if it's permanent for ph users tho. I think it'll go back to normal in a few weeks atleast
I'm sorry I don't use a vpn so idk. But I've seen people say opera vpn or aloha browser works
