Well, knowing the olden days, the women aren't exactly completely of their own free will. The fathers sent them in hopes of extra political influence, they were raised thinking this is their value. If the sultan decapitates them on his return- the ministers will stop supporting him and that can make his reighn really short. If he sends the women back... First, the ministers will probably get insulted and see the mentioned above and secondly, they won't take back their daughters, because they already were in a harem and are unsuitable for marriage anymore.
