My guess…separate Shuri from her Neustwein family. I think the cardinal is already suspecting that Shuri is like him, someone who has “overcome” death. That must be both interesting and threatening for him. But he won’t be able to get his hands on Shuri as long as she is being protected by one of the most powerful family in the empire.
