And in the chapter with the church, you were able to see Kuroda talking on the phone with that one inspector, telling him to immediately switch over the call to the inspector who's Scotch's brother. He specifically mentioned that he should hurry up and pass over the call - "What are you waiting for? Switch me over!") Kanenori Wakita (sushi guy) is also someone from the organization (probably a codename related to Whiskey) and got told by Kuroda, to keep an eye out on Bourbon. Because when Kogoro, Conan, Furuya and Wakita were in the train, Wakita said something like "I wish I had those kind of eyes as well, so you can see who a TRAITOR is", while smirking at Furuya. So I'm pretty sure, they're suspecting Bourbon to be a NOC - which is really bad. And about Rumi Wakasa - there was a shogi player called Koji Haneda who got murdered by someone of the BO. I feel like that Wakasa was somehow related to him.
1) They were both in the BO but Haneda was a NOC and tried to pass over information of the BO to the FBI or CIA - hence she referred to him as a "fool" or "foolish". Wakasa got told by the BO to kill that old lady called Amanda Hughes and Haneda, because they apparently had contact with the FBI and CIA. Plus, she was close to Haneda (maybe they were siblings or lovers?). And while they were fighting Haneda hurt her right eye so she needed to get a prosthetic for her right eye OR someone interfered while they had a conversation about her killing him and he protected her from that someone but she still got her eye hurt -> (That's why she clenched a shogi-shaped object in her pocket that one time). ((She then may have realized what she's done and is a NOC now as well?))
2) She's a part of the CIA or another group (but I honestly don't think that would make sense).
But the rest sounds pretty logical to me and I'm pretty sure it's exactly like that. What do you think?

I don't think Wakasa Rumi is Rum, just because she saw Conan putting inspector Yamamura to sleep with his cronometer (the wrist clock). And if she already knew that Conan was capable of doing such things, she wouldn't ask Bourbon (Furuya) to investigate on Shinichi, when she already knows about Conan/Shinichi! And nope, Kuroda wasn't the one in the 13th movie! That was Kiyonaga Matsumoto. Matsumoto got promoted and now Kuroda is taking over his position. And the thing that supports my theory is, that Kuroda was thinking about the shogi player Koji Haneda once. And when Wakasa and Kuroda met, they uh, weren't on good terms as we were able to see. Which means, there must've happened something in the past between the two of them, we yet don't know about and can only guess.

Gin mentioned that Kogoro is like a "demon" that always gets involved in the BO's doings, and they need to finish him off while he sleeps, or something. So since Furuya is working in the cafe right under Kogoro Mori and has made himself suspicious already, there should be someone that keeps an eye on the BOTH of them. Maybe the BO thinks that Bourbon is a NOC that works together with Kogoro Mori and gives him information without anyone noticing. But maybe that's what Aoyama wants us to think and the sushi guy is Rum? It's so complicated, oof. It's either the sushi guy who is Rum or Kuroda, at least in my opinion!

It confuses me when I think what if Kuroda is Rum AND a police chief who knows Amuro's identity.. I too think that Wakita might just be keeping an eye on Amuro and Kogoro, and Rumi-sensei might not be from the BO.. Or she is but Haibara's senses have gone dull and that's why she likes Rumi-sensei? I don't know why even though she's suspicious Haibara insists that she isn't..

After watching the 22nd movie I also thought over my theory, to be totally honest! I'm soo confused. It could be that Haibara's senses have gone dull and I also think that Rumi is extremely suspicious. But I'm just gonna stick to my theory and trust Haibara's instincts!
You forgot that Wakata dislikes whisky. He said something about it during the first case where he appeared. The thing about Kuroda... he knows that Conan resolves the cases instead of Kogoro, but I don't understand why he doesn't do anything. It would be a child's play for him, killing him and making it look like an incident. Maybe he is also infiltrated in the organisation. Sensei always puts hints in the movies, or takes part from it in the main story. Like Kid knowing that Conan is Shinichi. Maybe it is the same with the Movie about Curacao. Maybe Remi is/was curacao or someone who escaped the organisation. Wakata is watching Amuro for sure. But if wakata was from the police or something like that, I doubt he would call him a traitor, just because he spends time with a detective.
