One reason to hide this would be because townspeople need to contribute to the town in order to reside there, as the doctor has said. There is no use raising a child that's below optimal health, since he would bring everyone down. I also dont think the kid became a zombie, because in order to become a zombie, you need to die first. If Woojun's dad really did love his son like he appears to, then I think be in a state of distress or something. Either that, or he's found solace in seeing his son's corpse reanimated again and is experiencing psychosis inducing grief.
