That's not false hope. He made it clear to the uke that 1. he found him attracted and was tempted but 2. he didn't approve of mixing with employees (since he's UNDER him in terms of job authority) and 3. he wanted to give him one night of tender lovemaking to make up for the rough lovemaking after the misunderstanding.
