I wanted to say it ages ago, but it's obvious that the Baskervilles are brought up in a unique way, that was true for Hugo as well, so of course he is set on nurturing talent, because that's how they rolled from time immemorial.
But aside from that, Hugo doesn't actually seem to be evil at all? His uncles also hold actual affection for him? They were actually grieving and when he saw Pomeranian/Pomerian (whatever is the right translation), he looked so heartbroken as well. I doubt he would have done anything to her.
His hatred for the tribal people stems from the loss of his daughter to them in the first place.
Anyway, I was also suspicious when he said there was one totally not shitty Baskerville son. It's him, I mean we saw in the last frame that he's with a demon. He likely set him up in his past life, that's why he showed him what he wanted to see - the grieving in front of the grave - to create a loyal dog that would never doubt him. And Hugo seemed under some type of influence as well, which makes sense, because I always thought that something must have happened to him, judging from how we see him now.
The author laid it on a bit too thick with Vikir's "the Butler is always wrong" and "Seth is such a nice dude".
