I dont rlly know man i mean its clear that the onii-san guy doesnt reciprocate tsubaki's feelings at all but maybe the author is hinting that there will be a romance sequel once theyre in their 20's or soemthing to that degree. The name is definetly misleading considering the actual material presents tsubaki as a sort of puppy love character.
