I agree that what Leo did can be pretty hurtful however there’s a huge difference between actively trying to be mean and hurt another person and just being genuinely being dumb and tone deaf. It isn't a matter of being dumb. A lot of people warned him to treat his boyfriend better but he didn't care enough to hear or self reflect his actions.
He WAS taking his boyfriend for granted and asking him to be his sex toy ... that literally screams " you are not important enough for me to care "
JJ is just being petty trying to get his attention by being hurtfull ... but like you said Leo is not taking the hint because he is still putting his own feelings first despite loving JJ deepdown.
