In the lates chapters they kinda explain that he is an undercover cop who’s working with CIA (along with Cesar) and that he is working to dismantle a big drug cartel (and reveal corruption and other things)
They explain that he always has everything planned and having Shin here that why he looks baffled, he didn’t plan this (and moreover he kinda looks a tiny big anxious about it)
