I dont think its ever specified. They're ghost like creatures and from the last chapter it looks like they're part of sir mugo who does the finishing job by eating the body.
He has to be a jerk even in this so called "redemption arc", such a consistent character tho
honestly, i'm kinda appreciating that! like i want jjk to crawl, yes, but the redemption arc feels forced if he acts out of character or changes too suddenly.
