Yes anyone can it as long as the previous uploader or group has announced that they are dropping it. We obviously didn’t.
Please release it. I appreciate your quality work. This doesnt change anything. We also look at the raws and can google translate to understand this far. So they kinda just put it together. But its not the same with your good quality work. I remember there are korean speaking people come to read manhwas.

Indeed anybody could take it, but it was a project that is still very active. If it had been 3mo+ then it would be okay to take the project up. It's rude to just snipe a project without asking the previous uploader.
