How has he cultivated a society that wants bloodshed?! We haven't even gotten enough information on the others nor the townsfolk to even resort to this conclusion. It's likely want the others are saying: they're terrified of Guwon and want to survive by giving medicine to those going outside their little town in search for supplies.

This was a learned behavior from an outside source. He didn't just come up with this shit out of his ass lol B. They don't show all their faces, but just by seeing the announcer guy's face I could tell that they either see nothing wrong with this or derive some sort of sick pleasure out of it. C. Guwon is literally one man. They have weapons. Unless he's fucking superman it's hard for me to believe he could take on a horde of humans intent on killing him like 50 to 1. D. If they were so concerned about cultivating a society where only the strong retain privileges then why tf are they bringing in children when they are very susceptible to disease and illness? I'm the oldest of 9 kids and worked in a preschool for 6 years. These fuckers will catch anything and everything 'cause their immune systems aren't as fortified as an adult's AND they tend to get into things that could make them sick. In a world ill-equipped for medical emergencies and sanitation it'd be fucking stupid to have a gaggle of children if you're concerned about the well-being of the strong. E. It makes 0 sense both ethically and societally to orphan more and more children. Who is going to take care of the 3 children who are now parentless in a world full of psychos? If they were concerned for them why would they kill the ones protecting them in the first place? Now they are either going to have to let them die or pass the responsibility on to someone that could potentially harm them in ways that'd make them wish they were dead.
Luckily they have teach there so he'll more than likely step-up to care for them, but I wouldn't even trust Guwon to raise them seeing as he can't even read or empathize with other human beings. I still don't see it. He didn't force them into this society, they chose it. It's the apocalypse, so people are naturally going to do what they can to survive. I'm also pretty sure it's hinted that Guwon is some kind of superhuman as he can't sleep properly, has incredible stamina, and he's rotting on some parts of his body. In the first chapter, you can see him literally pick up Teach and carry him like it's nothing. The doctor also said something that hinted to this town used to be for rich people, and that hints Guwon either was one of the rich people or did something to them. Also, most of the townsfolk are adults who know exactly what they're doing. Guwon isn't forcing them, it's all about surviving.

I wasn't saying Guwon was forcing them, I was saying Guwon learned these "laws" from some outside source seeing as he's illiterate and doesn't even know how normal humans function and can't empathize with him.
I was pointing out how quick the townsfolk were to condemn a father trying to save his small child to death and how, to some degree, a portion of them see the punishments as blood sport and not capital punishment.
I get that he's probably not human, but we've seen that the zombies are capable of being killed, so unless he's like Nemesis or Mr. X Guwon can very much be killed. It'd be hard to do, but he's not immortal, so if the people were totally against these laws they'd have done something about him or at least tried atp. They haven't tho and it's resulted in the town being ok with watching their fellow people being bludgeoned to death before their very eyes.
