Ik for a fact that he's not gonna say it. You never end a chapter like this and ACTUALLY end up accomplishing a significant plot milestone next chapter lol. This is just to make a bit of a cliffhanger before they either a) get interrupted or b) he chickens out. There is no way in hell that he actually confesses and they live HEA. The plot needs to be dragged out more
