Actually, he isnt bad, well in the way of view of a majestic deity like him, how he preserves right and wrong is different than human. Plus he cant feel emotions of what being a human is like, all he knows is hanjoo wishes for happiness and he did what he did to fulfill hanjoo's wishes.
