I'm not entirely sure, but I think it might be content that was gonna be released, and even advertised by the game company, but since he used his reward for that to be released early on, there's no point in advertising it like the game company guys said.. idk

We already knew she stayed for mostly for her children, her love for the emperor (and him using guilt/manipulative behaviors), and due to other pressures from social norms/reputation.
