Medicine theft in a post apocalyptic world is something to be punishable by death. But giving ALL the medicine to the hounds is plain stupid, what happens if an engineer or nurse gets ill? They just let them die?
I mean ig is more abt there own experience and the importance of the Hounds compare to other people in town. Let's say a hound can bring supplies but also can bring people, so unless is a rlly specific field that can't be taught to others, everyone but the hounds is replaceable
