I doubt attempting to kill the doctor outright would actually work. He's far too strong, has half the guides in control and is willing to negotiate. Attempting to kill him would cause far too many casualties.
You are correct. I see that some are not liking the current chapters, but if 281 guides are at risk then that also means 281 espers could rampage, wherever they are. The one esper who lost her fiance, look at what she damage she did. So the center can't take the risk right now and unfortunately the doctor has advantage, for now.
