This comes from a famous scene in a classic Algerian comedy film from the 70s called "Les Vacances de l'inspecteur Tahar" ("Inspector Tahar's Holiday"). In the scene, two male characters are walking through a hotel, and one of them is dressed like a cleaning lady—wearing a maid’s outfit. As they pass room 106, he says the number in an exaggerated, feminine tone: "miya ou sitta" (106 in Arabic).
Because of the context—the cross-dressing and the overly feminine tone—the number 106 became a humorous code word for being gay or effeminate. We still jokingly say "he's 106" to imply someone might be gay
