What I understood was that she wants to abolish hereditary titles, probably to eradicate corruption and incompetence within leaders and people who hold important posts. Also since the empire is a feudal society, the empress doesn't have as much control over the nobles as she would like, and they can do a lot of fucked up shit on their land without the empress noticing. It's illegal, of course, but the empress has no way to find out what they're doing unless she explicitly does research about the specific place, since the nobles in the territories have their own armies and institutions to control public order. What she needs is to do is to establish ani-corruption institutions in each territory that are loyal to her. Or just take control over the territory so that the public order, welfare and shit are under her direct responsibility rather than each lands' lord.
