The previous emperor (Claude's Brother) made a deal or like a pact with a woman named Penelope (I think that was her name?) That she will have his child with black magic or something. Which is the result of Jeannette. She is born out for black magic and her father is using her to kill his brother, Claude for the throne back or something.
From what I remember, she is a chimere or whatever, born from black magic of Anasthacius or whatever his name is, the brother of Claude. And yes Penelope was with him at some point and thus became the mother of Jeanette (she was really pregnant but from black magic) but if I remember well she was also the woman that tried something with Claude (seduced him or smth). She wanted power. Do you remember a woman with brown hair and a mole next to her mouth ? It was her. I hope I'm not wrong in my explications and that you understand what I tried to explain haha

What I understood was that she wants to abolish hereditary titles, probably to eradicate corruption and incompetence within leaders and people who hold important posts. Also since the empire is a feudal society, the empress doesn't have as much control over the nobles as she would like, and they can do a lot of fucked up shit on their land without the empress noticing. It's illegal, of course, but the empress has no way to find out what they're doing unless she explicitly does research about the specific place, since the nobles in the territories have their own armies and institutions to control public order. What she needs is to do is to establish ani-corruption institutions in each territory that are loyal to her. Or just take control over the territory so that the public order, welfare and shit are under her direct responsibility rather than each lands' lord.
So what she wants to do is instead bestow honorary titles to those with ability. Count Venus got his title of Count because of his father, so what he did by turning in his hereditary title was to make it so that his child in the future cannot receive the title of Count, if they don't prove their ability. An honorary title sounds cooler, cuz u got it thanks to your competence, but your child will not be a noble.
