Well here's what I think....Horus wasn't hurting Seth....the preparation for penetration actually hurts a little and he was just trying to pass that phase so that they could come to the good part where they both feel good.....And if ge really did want to SA Seth then why would he wait for so long till seth kiss him by himself.....He even stopped when seth said it hurts he felt that someone else forced Seth into sex and was angry....even started crying.....Seth is a man of denials....he is kinda like Minato-san from the Jdrama Minato's Laundromat.....I think Horus actually wanted to test the waters and see if seth really doesn't like it or is just in denial.....Horus never intends to hurt seth tho.....and the Manhwa isn't centred towards consent and SA very much.....They are nit humans so I think that's why the rules of our human world doesn't apply to them.....When Seth saw Horus cry he wasn't worried about running away from him but worried for Horus.....It's just my theory tho cause I don't think their world is the same as our's and that's probably why their moral priorities are different.....it's not black and white with Manhwas like this....it's more complex and their are more factors to take into account than what meets the eye.....It's completely fine if you think Horus is just like his father and you have different opinions cause a scene can be interpreted differently by many....and at the end of the day it's just fiction so no need to stress over it. :)
