If you want a website like that you can go to anime planet, or myanimelist.net. They have what you're talking about, just the manga cover and the summary, and you can leave a review. At least that's how it is on anime planet, I'm not so sure what's it like on animelist but pretty sure it's the same typa deal. For anime as well, not just manga
