This comic is to promote a special event for a shopping app called TMall. They have 3 cats: Eleven, Tian Tian and a female cat I don't remember her name. They kinda have a mini game to play to win the prize or something that you can use it with the app. (I'm not sure because I've never used it too)
Normally, on every Nov 11 in Asia, most shopping apps would have such event (that's why it's called Double 11). And they probably paid these artists to draw a comic to promote such event, so basically, a new chapter only comes out when there's a special event.
However, on chapter 3, it's an another event called "618 Cat Raising" or "June 18 event". Originally, it's a special event for Jing Dong site's anniversary. Later, TMall runs a similar event using the same numbers but the date isn't always on June 18.
By the way, I can't confirm if there'll be more of this comic (I actually thought it'd only end in 2 chapters but surprisingly, the chapter 3 was out!) since the comic is only to promote a special event. But I hope this clarify your doubt, more or less.

The first chapter is drawn by Ma Wei and the second chapter is drawn by Old Xian. It's just a comic to promote the Nov 11 (11-11) event on Weibo (for Tianmao app) so there are only these 2 chapters.

No, only a newborn would look like that. I think it's the drawing style (he even drew a tiger cub too small from the actual size) but the author did say he's a Tibetan Mastiff, that's why I can say it here
