This is just reflection of society as a whole. There is no real justice for rape victims because to bring down the rapist the victim will get 10 times more pain being gossiped by others being pointed at, having to relieve what happened again by sharing the story and having relationships ruined. It goes beyond the pain at the point of rape but something that follows their whole life. Whereas rapist just sits in jail (if they do get punished) and thats it everything settled.
This is why rape victims do everything to keep it a secret even if this means the rapist gets away free at least they can move on without social judgement and tag. And It is very well depicted here in seth in this chapter. He would much rather die because that is so much better than what ra wants to do.
