They loved each other. Law was just so messed up, I would say from his parents, that he could never feel secure about Jesse's feelings for him. Law always felt that Jesse never really needed him, wanted him, and would even cut him out of his life in a heartbeat over any little thing. He saw himself as someone that didn't mean anything to Jesse, but he did. Jesse did love, need, and want Law. Law was just a really insecure person that he could never actually trust in Jesse.
