How to build a website like mangago or mangahere
You'll need to learn HTML & CSS, JavaScript, jQuery, PHP, mySQL and Asp.net To get the website up and running on a server than you'll have to buy a host connection to add your site to the internet server and get a host name etc. You'll need to get your website licensed too. Good luck lol

at what age should someone be considered an adult?
I've read that the human brain stops developing at the age of 21 or 22 so maybe the legal age to be considered an adult should be 24? Idk I feel like people still need to learn alot before they're ready to face the world.
