no from what i understand, seme did not hook up with any other girls since he's met the hyung (except a kiss with a girl that one time). i think the friend just pointed out again that there was nothing wrong with what the hyung did since they still weren't technically dating and the seme was hooking up with girls 'before they're dating' too (same with the hyung but for his case, stopped doing it after meeting him). it's more of an emphasis on the time before they had started dating so yeah, seme stopped seeing other people altogether.
