At the end of the nose kiss chapter i think prince heads in for a kiss but theyāre interrupted by the guy that comes into the maze. So I think heās referring to the fact that he ALMOST kissed her and she either forgot or didnāt realize due to the distraction.
Also the regret is probably just to like.. protect her or something? I mean we all know heās head over heels so..
