I just saw this in somewhere so I dunno if this is true:
the crown prince is not the ml, so there will be no incest, the black hair dude is the ml (the duke and the closest aide(?) of the crown prince. So in the end of the novel, the crown prince became the emperor or king(?), then the fl recieve a title of grand duke/duchess. She also reunited with her parents, she also married the duke (they are already both adult this time, and it is also shown in a side story).

So the brother is also adopted, he is adopted to be the heir of the duke. He will appear I think in chapter 15-20.Btw im not sure if this is true since I just saw it in a website however, I think this is the most acceptable reason why the brother did'nt appeared yet in the recent chapter.
