Alot of this also points at the fact that Julian could be of royal decent? The hair especially looks similar to the king, not to mentiin they are the "son" of the ocean God or whatever.
Idk if this is possible, but could there be a time reversal/slip situation. Perhaps the king actually is just an older Julian? That could explain why he didn't bother with the baby situation.
