Tbf that's really what they relied on, since traditionally a Consort entering the imperial harem will bring some servants with her, particularly a few maids that are already familiar with serving her + her preferences. It's really common for consorts of Rou Ran's rank as well. It's not really odd, but they didn't specifically connect Shi Sui to Rou Ran's servants, they just figured nobody would notice an extra new face alongside all the others also arriving.
