Iirc the city had a massive wealth disparity and the rich kept getting crueler so the poor guides were fed up and decided to destroy the city. The incident was covered up but there were still bodies trapped inside the rubbles so the government created a special unit to essentially patrol and clean up the mess. Then the incident with konrad's partner happened, the government needed a fall guy, and konrad was imprisoned for years for no reason. Thats what i remembered tho, the story keeps jumping around so it's kinda hard to understand for me personally :"
