I dont think that it since it was said that all the children that where with Ciel at that time were killed, Ciel said that they could not be saved after what they had gone thru and could not recover.
As for why he allowed only Finny touch him i think its because of Ciels trauma of adults, he was scared of then as a cause of his experience while being help captive and since Finny is still young and cant be considered and adult Ciel felt safe and comfortable around him more than anyone at the time and could tolerate his presence.
About Finny knowing German i cant be sure (i dont remeber correctly) but that's because of where he was being held prisoner and was experimented on was a German institution
