Yes he bullied the uke back then but he also willing to help him, he asked his brother who is a doctor to help his grandma and even paid the hospital bill even it was returned to him. He said he searched for the uke when he left unlike the immature seme. He wasn't cruel if compare to what the seme did to uke. If he is now angry because after years the uke first greeting is unwelcome him and has a mind that he is still a bully. Who wouldn't get angry if someone keep seeing you like that. At least give him some credit too
