it depends on what take the author takes on the omegaverse, it is quite common for Alpha women to have both, in some cases they only have a dick when they are in rut, in some cases that dick is just an extension of their clit. There are honestly to many different takes on this, so it's difficult to say which one is the original in yuri omegaverse
I get you, but omegaverse is just a concept. There is no law, it's whatever the author wants it to be.
Like for example how you see "dominant" omega/alpha in some authors works and in others they don't even exist as a concept. The world building and anatomy can be whatever you want it to be, just like how some authors ignore the mpreg aspect (for male omegas) and only focus on the animalistic characteristics such as hormones, pheromones etc
