The "this could have been" argument is so weird. Because it's simply not. It's not a story targeting people who are just into pet play. The author wrote a psychological BL with the 'dog' theme, used it as the character's trauma of being called a stinky dog. This couldn't have been "a perfect story for people with these type of fetishes" because that was not the intention, it's not about pet play kink.

If the author wanted to write a story about safe sane consensual pet play, they would. If someone wants to read safe sane consensual pet play, they will find one and read it. The "perfect" (in your understanding, because maybe for some ppl with a pet play kink this is the perfect story) version of this doesn't exist, it couldn't "have been".
