rosie is regarded as a “witch” by the town because they believe she sunk the ships and killed the sailor when, in reality, it was the mermaid. so if she brings the mermaid to them, she proves her innocence
Rosie captured the mermaid to try and fix her tail, thus solving the problem. She didnt capture her because she needed to prove her innocence, rosie never cared about such things.
