Well, all this stuff with Victor and Jin happened before Victor and Yohan even met. He's just trying to get treatment for his brother. He never actually intended to fall so hard in love with Victor.

What I mean is that it's an irony of destiny that he sees this guy Yohan as only a tool, not even a human, to use in order to get what he need but indirectly this guy might end up with the guy he is obsessed with and in cahoots with the enemy's rulers.

It's like the manhwa "love me doctor!" but way more problematic and the uke is always saying it hurts so he does not even feel good. Also it's obviously very fetish (public sex, shaming) based like it's inspired by Ppatta but not as iconic. Though the art is pretty.
Both of the guys in the couple have pretty muscular bodies but it is not bara I guess. The uke has brown hair and the seme is blond. They never had sex, its very shounen-ai. I may be mistaken but in Korea when you say the moon is beautiful you're basically confessing right? I saw a scene like this in a Kdrama. Or am I too naive and hopeful?
