Idk why, but this got me thinking back to when Law used a maid ,who has black hair like Jesse, for sex and the one who served Jesse has the hair that looks the same as Law's. So,
what if it's Law who put HIS hair beneath Jesse's pillow and spread the word about the maid doing voodoo? So that the maid would be fired and can't get near Jesse cos he knows the maid has an interest in Jesse? Bcos in the first chapters ,which turned out to be an illusion, Law wanted to fire the maid.
I'm certain Law never meant to fire the maid. Had he really wanted to fire her, he wouldn't have purposely told Jesse about her life situation like that and just fired her quietly. It seems like he just wanted to see his reaction. If you go back and reread the first chapters, you'll see. Besides we find out that the maid is an important character when Jesse wakes up from Moritat.
