Imo he deserves punishment, like get him reported for harassment and stalking but I think the only way out is therapy... My guy needs it baaaad...

He might have some sort of theatral personality disorder or something because he isn't doing crimes for the fucks of it and because he doesn't see the big deal about rules but rather it stems from something else, similarly deranged on the outside yet hardly solvable by repercussions, his false beliefs seem to be easy enough to solve, probably two years of counselling would do the trick
I don't think he needs drugs but he'd probably need some tests to see
