Neither one of these two are at fault. Alpha found his suppressants, and instead of handing it to him in front of his friends, gave it to him in private (Not the smartest move, but since omega is trying to be beta, it somewhat played in omegas favor). Omega *knew* his heat was coming, (comment from Yoshino was pretty much a clean sign) so when he first got it back, he should have taken one right there- Granted it did come earlier than expected on his part, and was trying to deny it, so I guess I can somewhat understand why he didn't take one right there (But it didn't matter in the end lol)
The second "sex" scene, the omega was in heat again, so yet again, he can't control himself due to pheromones/hormones. And it didn't really look like alpha had any complaints. And once they smell the pheromones, rationality is out the door.

It's a fiction, the world of omega/beta/alpha doesn't exist in human society, we don't have heats or ruts, so I don't understand the need to mix these two things when it's not needed. Sure i can stand as a critique to our society, but it is still an invented world. Indeed as you say they are more similar to animals in some things compared to humans.

The people in this world do, and in this specific case, there is no victim or predator, because by producing pheromones omegas they affect the people around them, making they lose the power to act and think rationally, by law they should be treated as children (lol). The omega of course cannot be the predator because, just like the alpha, he can't think rationally or consent.
